I think you guys have some interesting observations, but I have a few of my own. As a lover of all things historically Russian and Soviet, I think I can shed some light on it.
Belsan was a huge deal in Russia since terrorists murdered children and there was nothing to be done. I see the bear as a mother, for Russia is a Motherland. This huge, opposing creature is in pain for what happened, grieving and feeling pronounced failure for the death of her child - the teddy bear. It symbolizes pain and loss of control in the country as well, for no matter how large and imposing Russia is, bad things still happen there. It is not a good place to be, even for the native children, which is the saddest part of all.

I love your point Tens. They did make a documentary, because I remember watching it. I still feel bad for those kids and what they have to go through.
